One thing that must be understood at governmental level is that intellectual property of methods is rarely respected or enforced in the construction industry. This has the benefit of spreading around technologies that we do have but it impedes investment because ideas can be copied. Private sector shareholders aren’t daft, they won’t invest for public benefit out of the goodness of their hearts, they are businesses focused on risk and profit.
